About Us
The Franklin Local Board Targeted Rate Paths Programme aims to enhance connectivity, promote active travel, and support community well-being and climate action through the development and maintenance of new paths and trails in the Franklin area. This programme includes 38 path-related projects, with more investment planned over the next 10 years. It focuses on both urban and rural areas, connecting existing paths and the wider public transport network.
The programme is led by the Franklin Local Board and involves the active participation of local communities and key stakeholders, supported by Auckland Council and Auckland Transport. It is funded by a targeted rate of $52 per Separately Used or Inhabited Part (SUIP) per annum, which is expected to generate approximately $20 million over the 10-year period (2024-2034).
Our Purpose
Our purpose is to enhance connectivity in the Franklin area, promote active modes of travel and support community wellbeing and climate action through the development of new paths and trails in the area. These paths will help improve connectivity, road safety and encourage the use of alternative active-mode transport like walking and cycling. This will help with our climate goal of lowering emissions and congestion in the area.
Partnership
The Franklin Paths Programme will operate under a formal Partnership Agreement between the Franklin Local Board, Auckland Council, and Auckland Transport, ensuring collaborative and transparent programme delivery.
Under this agreement, the Local Board will oversee governance and prioritisation, with Auckland Council and Auckland Transport overseeing delivery.
Since this initiative is funded through a targeted rate, both delivery partners are accountable for using funds efficiently and delivering high-quality infrastructure.
Public communication will be led by Auckland Council with support from the Local Board and Auckland Transport, while the programme itself—spanning 2024 to 2034—is designed to evolve in response to community needs through regular reviews.
Our Vision
Our vision is to build a clear pathway to transform how people move through Franklin. We aim to deliver safe walking and cycling infrastructure – including new paths, pedestrian crossing facilities and key connections to:
- Improve everyday access between communities, schools and transport hubs.
- Support a safe journey for all residents
- Foster an active community and lifestyle for Franklin.
- Enhance overall quality of life for Franklin residents.
With better paths and safer crossings across the region, we’re focused on creating opportunities for healthier living, easier travel, and greater community interaction. Whether you’re walking the kids to school, cycling to work, or simply enjoying our natural surroundings, the Franklin Paths and Trails Programme is here to support your journey.
